No, aside from the Runic Shield.

Adding to what Savio said, there's also the pre-order items: Canthan Targe and the Chimeric Prism.

For a normal shield, no.

No.

Use a focus item with one of the armor +5 mods(like +5^50%) with Fortitude instead. Or use something useful.
